Description
The West Hendon Playing Fields project represents an £18m investment in one of Barnet's largest greenspaces. The feasibility study undertaken in 2019/20 resulted in a Masterplan design adopted by Environment Committee in March 2020. Following OBC approval in summer 2021, LBB are looking to procure a multi-disciplinary team to progress this initial design and prepare an outline planning application in 2022. This will be carried out via a design contest managed by LBB with the support of the Landscape Institute - a separate PLD has been written up and approved for their appointment.
The Design Contest will be managed through the Barnet procurement portal and be fully compliant with national legislation and local CPRs. The winner will be awarded the contract for developing the masterplan design to RIBA stage 4. The competition will be in two stages: a first stage fully open to any interested bidders, who will submit a submission prioritising quality. These will then be assessed and 3 highest scoring bidders shortlisted and awarded an honorarium to produce a level of design against which their entries can be judged. A cost estimate for taking on the design to RIBA 4 will also be requested from bidders to form the cost element of the scoring criteria at Stage 2.
The Landscape Institute have been appointed to support with design brief development, assessment of bids and marketing around the competition. A document outlining the approach in more detail is appended, and mechanics of the design competition are to be agreed with LBB's procurement team.
