Additional works are needed and a budget has been set at £150,823.61 + VAT The tender was awarded following and Open Process based on the Most Economically Advantageous Tender (MEAT) basis: Price: 30% Technical Quality & Methodology: 40% Experience & Team: 20% Programme & Risk Management: 10% The tender was launched 12th March and new information added 28th April. Ken was adamant that purely painting the roof with the heritage solution was not adequate, that trying to insulate from the underside would create condensation, cause problems and insulation was required on the roof for the longer term. Phil agreed. We came up with a series of relevant questions to ask the potential contractor. They were sent over and a meeting arranged for the 1st October to discuss. 1st October Meeting with Contractor Ken, Phil, Tori, Mark (contractor) and Jon. Questions asked, contractor to send over further costs for Full Council approval. The contractor is happy to work with Phil on the paperwork for the Listed Building Consent. Agreed at Full Council on 14th October 2026 26OCT-18 TO AGREE CONTRACTOR FOR CONTROL TOWER ROOF Working Group to share their recommendation and for council to decide the way forward. PROPOSED: Chair SECONDED: Cllr Neal RESOLVED: PROPOSED that the Council NOTES that: 1/ Its power to carry out the works is section 111 of the Local Government Act 1972, as incidental to its ownership of the Control Tower (Financial Regulation 5.2). 2/ The tenders were invited and received through the electronic process agreed at resolution 26MAR-14, using a dedicated, monitored email address (Financial Regulations, Appendix 1, paragraphs 2 and 4). 3/ The new steps in part (c) extend an existing contract (Financial Regulation 5.12.3), and part (c) gives the reason for not seeking other quotes (Financial Regulation 5.13). 4/ The funds are available, as shown in the September 2026 bank reconciliation and statement of reserves approved at item 26OCT-9.2 (Financial Regulation 5.19), and regulation 59C of the Community Infrastructure Levy (CIL) Regulations 2010 allows the CIL to be spent on these works. 5/ Schedule 1, paragraph 10.1 of the lease of 4 June 2018 places the repairing obligation on Greenham Control Tower Ltd, and the works protect a Grade II listed building that the Council owns. and RESOLVES to: (a) appoint Salnor Roofing Services Ltd to carry out the Control Tower roof works for £88,823.61 plus VAT, being its tender price and additional items N to Q; (b) authorise up to a further £3,250 + VAT for freestanding scaffold, if the scaffold cannot be tied into the building; (c) add new steps to the pink and purple roofs to Salnor's contract, up to £28,750 plus VAT once Salnor gives a firm price, without seeking other quotes, because one contractor for both the roof and the steps protects the 25-year roof guarantee; (d) authorise a contingency of up to £30,000 + VAT, with the Clerk to instruct items of up to £5,000 each and report them to the next meeting; (e) place no order until Listed Building Consent and Building Regulations approval have been granted; (f) fund the works, up to £150,823.61 + VAT, from the CIL reserve, reallocated from the Diamond Community Build, with the balance from the Greenham Control Tower Contingency Fund; and (g) carry out the works as owner, without seeking to recover the cost from Greenham Control Tower Ltd.
