Description
The Scottish Government (SG), on behalf of Scottish Ministers wishes to commission an external contractor to carry out focus group sessions with tenants from the Social Rented Sector (SRS) including tenants at public Gypsy/Traveller sites in Scotland. The outcomes and feedback from those sessions will be provided to the SG in an analysis report. The aim of the work specified here is to provide the SG with timely, robust information on tenants’ views on proposals to introduce a Social Housing Net Zero Standard (SHNZS).The focus groups and analysis will complement feedback from the formal consultation and direct engagement by officials, informing policy proposals. The Scottish Government has a stated aim to finalise the SHNZS by Spring 2027, with potential implementation by the Scottish Housing Regulator (SHR) from April 2028.This specification sets out what is required, provides background information on the SHNZS and suggestions on method, but bidders are encouraged to propose alternative methods for carrying out this work within the available budget and timescale.Bids including the use of generative artificial intelligence (AI) are not permitted under this specification.
