Description
The Greater London Authority (GLA) is seeking to commission services of an external partners to support 20-25 food partnerships to improve their sustainability and resilience as part of the Food Roots programme, enabling them to respond to London communities' food insecurity. The GLA polling in March 2023 shows that half of Londoners are now either financially struggling or just about managing; and 60 per cent of those on the lowest incomes are buying less food as essentials are becoming increasingly unaffordable.
The project comes under Schedule 3 Services of PCR 2015 and are classified under Light Touch Regime (LTR).
This procurement has the following lots: Lot Structure: Lot 1 is: Learning Support Provider - Budget £100,000. Lot 2 is: Healthy Start Training & Campaigns Offer-Budget £90,000 Lot 3 is: Independent Evaluation- Budget £120,000
Each lot will close at different times and these times may be updated on tendering portal (Ariba). Bidders are required to monitor the portal for any change to the closing date and any other clarification.
Lot 1 and 2 are closing earlier than lot 3. Please see tender documents for lot closure timings.
Duration is: 12-13 months per lot.
Specific Lot Rules: A bidder can only bid for either Lot 3 or other lots. A bidder who wins Lot 3 cannot win either of Lot 1 or Lot 2. A bidder can win both Lot 1 and Lot 2. Each Lot is assessed on its own merit with above conditions in mind.
Bidders are required to approach identified contact (if interested in the project) to be invited to the tender on Ariba Portal.
Additional information: TfL have recently switched to a new sourcing system, SAP Ariba, meaning that TfL's processes are now different to those that suppliers may be familiar with. The following instructions explain this new system and provide guidance on how interested parties will be able to communicate with TfL.
You are required to register on Ariba Portal and email the named person in this notice to register your interest in the project. Where bidders have not registered on the portal, they will not be able to get access to the tender documents and will not be able to submit the bids.
To log in to SAP Ariba (this is to log in only and not to register): https://service.ariba.com/Supplier.aw
To register: Please use TfL specific Ariba registration page below: https://s1-eu.ariba.com/Sourcing/Main/ad/selfRegistration?realm=TfL
After registration(if not already registered): To participate in the tender: Register Interest for the event by contacting (emailing) the Commercial contact listed on Find a Tender/ Contract Finder posting.
Note: The Ariba system is not automated, therefore, once you have registered (or are registered already) your business on Ariba you must email the above contact. Registering business on Ariba is not same as registering interest for the project. The above commercial contact will have to manually give your registered business access to the tender.
For help on registering on the SAP Ariba system and for checking if your organisation already has an account please refer to https://content.tfl.gov.uk/supplier-registration.pdf
