Description
North of England Commissioning Support (NECS) working for and on behalf of NHS England would like to invite potential providers to respond to a market engagement exercise to enable Commissioners to review and assess the scope of a Child Health Information Service across the Greater Manchester footprint.
The Child Health Information Service has 3 core elements:
1. An IT system the Child Health Information Service System [CHISS] - The systems while they vary considerably generally provide some sort of cohort analysis function as well as a call and recall function https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/417076/Child_Health_Information_240315.pdf
2. A child health records department (CHRD), the people who run the system and
3. A personal child health record (PCHR), the âRed Bookâ including supporting the introduction of an electronic red book
Providers interested in taking part in this exercise will be requested to complete a Request for Information (RFI) response document. A bidder engagement event will be held in Greater Manchester on Friday 4th March 2016 for those providers who wish to contribute further to this market engagement review process. Details regarding this event will be provided in due course.
NECS is utilising an electronic tendering tool to manage this RFI exercise and communicate with organisations who have expressed an interest. Accordingly, all communications and submissions will be conducted via the In-Tend portal, https://in-tendhost.co.uk/necs. It is free to register on the portal, which can be accessed at any time of day. A dedicated helpdesk is available should potential providers have any queries and can be contacted on 0844 2728810 (Monday to Friday 8am to 5pm) / [email protected].
The RFI response document will be available to all potential providers once they express an interest via the In-tend website.
Please note that information collected during the RFI exercise is not a binding agreement nor is it a guarantee of any forthcoming agreement. The RFI document submission deadline is 12 noon on Wednesday 24th February 2016. Any RFIâs submitted after this time may not be considered.
To express an interest in this RFI exercise please ensure that you register on the eTendering system In-Tend https://in-Tendhost.co.uk/necs
Additional information: Child Health Information Services and Systems play a critical role in the scheduling, recording and monitoring of public health programmes, including vaccination delivery and immunisation status of children in England. They are the definitive source of immunisation uptake and coverage within England and, as such, are essential to limiting the spread of communicable diseases. They provide information about individual childrenâs health (which can be useful e.g. during an outbreak of a disease for which some children may be immunised), but also provide a population-perspective, enabling effective targeting of services (e.g. they capture non-GP-registered children enabling a whole population view to be taken about needs to inform a commissioning strategy).
CHIS will also support the NHS Digital Technology open-api-policy and the Department of Health Digital Strategy Personalising Health and Care 2020. https://www.gov.uk/government/publications/personalised-health-and-care-2020/using-data-and-technology-to-transform-outcomes-for-patients-and-citizens
