Description
This advert confirms that on 4th April 2016, Oxfordshire Clinical Commissioning Group (OCCG) issued an invitation to Oxford Health NHS Foundation Trust (the Trust) to participate in a âMost Capable Providerâ assessment for the provision of a single Oxfordshire CAMHS. OCCG intends to continue this process and will be assessing the Trust against planned criteria and a scoring methodology. This will be a pass or fail process. We are anticipating that the new contract will commence in April 2017, subject to the outcome of the process.
OCCG has assessed the market and the quality of the incumbent provider (the Trust) and has evidenced that the Trustâs CAMHS services are well led, value for money and are delivering good and outstanding services to the local population which is supported by the feedback from services users. This is in accordance with the Oxfordshire CAMHS Review 2015 and the recent CQC inspection.
Furthermore, the Trust is currently delivering an integrated service with the Local Authorityâs Childrenâs Services and this will be extended substantially in the new specification. OCCG believes the incumbent provider is best placed to continue to develop the integration with the local authorityâs Childrenâs Services and deliver a transformed service based on current evidence of integrated working and quality of performance.
2. Award of Contract Therefore, OCCG is publishing this formal declaration of our intention to award a contract to the Trust in line with the above described âMost Capable Providerâ process.
3. Indicative value of contract The indicative budget for the service is £8.4m per year for total contract tenure of 5 years with one optional 2 year extension.
Additional information: A V.E.A.T. notice is also being published on OJEU in conjunction with this advert.
Please note that this service is a healthcare service within the meaning and scope of the National Health Service (Procurement, Patient Choice and Competition) (No.2) Regulations 2013 and that this process started prior to April 18th 2016 meaning that it is subject to the UK Public Contracts Regulations 2006 and is categorised as a âPart Bâ Residual Service under those regulations. For the avoidance of doubt, the Commissioner will not be bound by the Public Contracts Regulations 2015. In addition, the Commissioner will only be bound by the Public Contracts Regulations 2006, the Treaty on the Functioning of the European Union or any other regulations or legislation for the specific parts or circumstances that apply to the commissioning of these services.
