Description
The London Borough of Barking and Dagenham is now inviting expressions of interest for âConstructionlineâ and CHAS approved contractors to be shortlisted to a final list of four contractors to take part in the above project.
The Works
The project entails the following works:
⢠Supply an internal scaffold to gain access to a classroom ceiling ⢠Remove and set aside all electrical lighting currently fitted on the ceiling ⢠Possibility of new lighting to be fitted in ceiling ⢠Gain access to the loft areas and remove/set aside any insulation that is sitting between the joists ⢠Remove lath and plaster ceilings to complete classroom ⢠Renew in plaster board and skim ⢠Complete classroom to be decorated on completion of works
The work is scheduled to commence and be completed in the School summer holidays, however there may be some overlap therefore the site manager will be expected to have Disclosure and this will need to be provided in advance.
Henry Green Primary School is situated in Green Lane and access will be via local residential roads with off street parking available. There may be some parking allowed in the school car park at the schoolâs discretion.
The estimated value of the scheme is approximately £80,000. Once tenders are returned, the contractor will be expected to mobilise immediately. It should be noted that the works come under the CDM regulations and the contractor will be expected to provide his Construction Phase Health and Safety Plan as soon as possible for approval of the principle contractor health and safety officer.
As the works in question are located inside a Primary school, the contractor must evidence that he is capable of undertaken the works to the highest standards of quality and safety.
The proposed ceiling contract will be carried out alongside a heating contract taking place during the same summer holiday period. This means other operatives will possibly be required to work in the same areas where the ceiling works are taking place. It may also be the case whereby the ceiling (building) contractor will have to re-locate to another part of the school building in order to give the heating contractor the full run of that particular classroom. The building contractor may also be required to return to various areas of the project after the heating works have been completed. The building contractor will be responsible for supplying all risk assessments and method statements to the principle contractor which will have to be approved before any works begin and will be the responsibility of the building contractors operatives to adhere to whilst on site.
Additional information: Expressions of interest To be considered for the scheme please evidence and answer the following: Question 1: â¢Provide evidence of your Construction line registration â¢Provide evidence of your CHAS registration â¢If you are not Construction Line or CHAS registered the contractor must request and complete a PQQ (LBBD Pre-qualification Questionnaire) â¢Evidence of Disclosure and Barring Service details (previously CRB) for contract and site management personnel. Please provide details of your proposed M & E sub-contractors. Keep to two sides of A4 sheet.

Question 4: Please provide three references of either local authority or educational clients that you have carried out works for in the last 2 years. Please include details of why they are considered referees for your company along with a contact phone number and email address. 1 no side of A4 sheet.
As part of the short listing process, Question 1 will be weighted with 30 marks, Question 2 â 30 marks, Question 3 â 20 marks and Question 4 â 20 marks. Marking against each of the four areas will be scored as follows: 0-No response submitted 1- Response given but it is felt that you have not understood or addressed the question 2-Question answered but in insufficient detail 3-Good understanding of the question but missing some clarification required 4-Response answered and no further clarification required 5-Response fully answered and the answer shows examples of innovation
All questions need to be answered and the references given may be contacted and asked how your company performed, if the works were delivered on time, etc. If the references given no longer work for the company in question, you will be scored zero so it is in your interests to check first.
If at this stage a number of contractors cannot be split they will be included in the tender subject to agreement with the marking team.
