Description
The Council wants to commission the following, countywide services:
o a service that supports small charities and social enterprises to set up and develop capacity and sustainability, including help securing funding; and
o a service that will support, develop and promote local volunteering and timebanking opportunities, including the coordination of a volunteer recognition scheme and improving access to volunteering opportunities.
The Council is intending to go out to tender for these services in due course. The tender will be split in to two separate Lots (as set out in the pre procurement market engagement document).
This pre-procurement exercise is being used to outline our intentions so that we can engage with the market and discuss the opportunity with potentially interested organisations.
It is anticipated that significant partnership and collaborative working will be required to deliver these services successfully to all areas of Hertfordshire.
The current anticipated annual budget for these services is c. £263,000 pa.
The Council is currently anticipating awarding a 2 year contract, with the possibility of a 12 month extension.
The pre-procurement market engagement process will comprise;
Submission of the Supplier Questionnaire (please see Appendix A â separate MS Word document) following the instructions in section 11. Supplier Questionnaireâs must be received by 12 noon on 21st July 2015.
For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage to carrying out such a process.
Participation or non-participation in the pre-procurement market engagement process shall not prevent any supplier participating in the proposed procurement nor is it intended that any information supplied as part of the pre-procurement process shall place any supplier at an advantage in the proposed procurement process.
Queries
The Councilâs eTendering system, In-Tend, enables questions and answers to be exchanged via the email facility.
