Description
The College of Policing (the âCollegeâ) is looking to offer a commercial provider an exclusive licence to host the recently released UK police cyber crime investigation and awareness on-line training for an international audience.
The College is seeking to make the training programme accessible to a global law enforcement and investigative audience in an appropriate, value for money delivery model that meets the needs of learners and where appropriate enhances the Collegeâs current methods of delivery.
The College intends to hold a Supplier Day on 24 May 2016 in order to provide potential suppliers with an opportunity to see the product, provide an overview of the proposed licensing and bid process and to gain supplier feedback / input on the service offering.
The College is particularly interested in engaging with potential providers that have a background in delivering adult learning, managed learning environments and software as a service (âSaaSâ) to an international audience.
ABOUT THE PRODUCT In the United Kingdom the courses are supported by the National Policing Curriculum, which sets the national standards for learning and development within policing. The training is embedded into the initial learning programmes for new officers and aspiring detectives and is also used by substantive officers and staff as part of their continuing professional development.
The training comprises two levels:
Level 1 â cyber awareness. This is intended for all staff who deal with initial reports of crime that may include on-line or digital elements (cyber crime) and to enhance their initial investigative steps. The content addresses identification of a cyber crime, preservation of evidence, basic legislation and signposts to whom reports of crime should be escalated.
Level 1 is a pre-requisite for Level 2.
Level 2 â investigative skills. This is intended for all staff who investigate cyber crime. The aim of Level 2 is to increase the ability of investigators to understand and respond to cyber crime effectively.
Various law enforcement agencies from Europe, the Middle East and the Commonwealth have already expressed interest in securing access to this training for their staff even though it has not yet been formally released to an international audience and we anticipate that effective marketing would lead to a substantial level of interest.
Additional information: ABOUT THE OPPORTUNITY The training modules are in the Top 10 most studied by learning resources on the UK police Managed Learning Environment. Given the global threat of cyber crime to UK citizens and the anticipated demand from law enforcement and other investigative agencies worldwide for access to the programme, the College of Policing has decided to license this product to realise the following key benefits:
1. To better protect UK citizens and foreign nationals from cyber crime. Cyber crime is a global phenomenon. Developing of awareness and investigative capabilities to a common standard amongst law enforcement and investigative agencies around the world will: ⢠increase successful investigations and prosecutions at home and abroad; ⢠help deter criminals; and ⢠stem the significant rise of this crime.
2. Engage the resources and capability of a commercial provider. This will ensure essential learning can be made available to the widest possible audience in the shortest possible time frame.
3. Grant an exclusive licence to a commercial provider. This will minimise the resource impact on the College, thus enabling us to focus on the digital provision for Home Office forces.
4. Generate income. This can be recycled into the resourcing and ongoing development of the programme for the benefit of UK policing
The College intends to identify potential licencees through a public tendering process. Applicants will be considered in relation to:
- Reputation and global reach - Proven capability and capacity to achieve desired outcomes - Commitment to ethics - Quality of the proposal submitted
It is the College's intention to begin a bidding process in May 2016, having first secured the necessary rights and permissions, and to announce details of the successful bidder in July 2016.
Interested parties should email [email protected] and provide the names and contact details of a maximum of 2 attendees. The College invites interested parties to submit any questions in advance of the Supplier Day so that subject matter experts attending can be briefed.
All communications should include the reference ITB/MCCT in the subject header of the message. The deadline for confirmation of attendance is 20 May 2016 at 12:00.
Confirmation and further details will be provided nearer the time.
