Type of Procedure: Competitive Procedure with Negotiation. The Council reserves the right to award the contract on the basis of the initial tenders without conducting negotiations. The Council is seeking an experienced and customer focussed property services provider with strategic and operational capability to deliver Core Services including: managing effectively and efficiently repairs and maintenance of the Council's estate, providing advice on the allocation of funding on priorities and strategic requirements, drafting a new asset strategy, managing and providing advice on energy and utility requirements, developing a planned maintenance and capital programme; procuring services and works contracts, managing the Council's estate in accordance with health and safety and RICS compliance, offering a 24 hour emergency call-out service with a 60 minute response time, maintaining records via property and asset management software, providing a valuation service, and agreeing all negotiations and providing Heads of Terms and legal instructions to the Council's legal team to provide legal completions. IMPORTANT: All expressions of interest, submissions, and clarification questions for the OJEU "Competitive Procedure with Negotiation", must be submitted via The Chest (www.the-chest.org.uk). Under the new Public Contract Regulations 2015 the Council is required to publish all tender documentation for information at the time of the contract notice. Please only respond to the Pre-Qualification Questionnaire until you are advised by the Council that you have been invited to tender. Submission deadline for the Stage 1 Pre-qualification Questionnaire is 7pm on 14th October 2015. Please note that the Due North support line closes at 5.30pm. Should you encounter any problems after this time, you will be unable to log them.
