a. Develop and test ARCâs Theory of Change
b. Analyse and measure ARCâs impact on planning, protecting livelihoods and ensuring food security in the event of a drought
c. Assess ARCâs efficiency, effectiveness and value for money (for donors and insured countries), including whether it has a greater impact than alternative financing mechanisms?
