The provision of professional advice and delivery of a report covering: a) Market Analysis - Highways TMC - the current industry, size, major companies, developments, appetite for contract types, position on risk, commercial/collaborative behaviours, length of contract to meet carbon neutrality investment. b) Market Analysis - Tier 1 Supply Chain - the current industry, size, major companies, developments, appetite for contract types, position on risk, length of contract to meet carbon neutrality investment. c) The Local Authority procurement landscape, recent procurements, current procurements and likely planned procurements (who is likely to be going out to tender at the same time as SCC and what model are they currently using). d) Forms of contract being used, benefits and issues. e) Service delivery models being used including mixed delivery models. g) Innovation in tendering, contract, service delivery. h) How do SCC ensure attractiveness to the market. I) Good examples of Additionality e.g., social value, income generation.
