East Kent Hospitals University NHS Foundation Trust (EKHUFT)
EKHUFT Staff and Student Residential Estate Accommodation
East Kent Hospitals University NHS Foundation Trust (EKHUFT), through 2gether Support Solutions (2gether), seeks to develop options to enhance the functionality, experience and investment opportunities in its staff and student residential estate. EKHUFT is looking for a potential partner that could support longer term relationships/Joint Ventures. Specifically, we are seeking to establish a partnership with an experienced housing association/ development partner to deliver the following aims and objectives:
1. Enhance occupier/user experience from current accommodation to retain staff; 2. Unlock development potential in respect of each of the sites for reinvestment and/or expansion; 3. Seek a stable future revenue stream; 4. Improve management systems and consistency in respect of property booking and general management; 5. Fund reactive and planned maintenance programme
EKHUFT, through 2gether, provides Residential accommodation totaling 574 units across its three acute sites consisting of the following:
- Nightingales Residencies: QEQM Hospital site: built in 2008 it consists of 220 units contained within 13 blocks (with a scope to extend with a further 2 blocks).
- Broomfield's Residencies: WHH Hospital site: built in 1978 it consists of 221 units contained within 9 blocks.
- Orchards Residencies: K&C Hospital site: built in 1995 it consists of 133 units contained within 7 blocks.
Current management arrangements for the accommodation - administration, booking management, cleaning services and maintenance - were contracted to 2gether in 2018. Historically the accommodation has been managed as a separate or standalone business. The accommodation's purpose has been to primarily support staff with local onsite accommodation.
We are seeking to identify a partner, subject to EKHUFT governance procedures, who can provide long term investment into NHS residential accommodation. The development of the accommodation strategy will be informed by this open market process, the direction of travel agreed by EKHUFT and the resulting chosen partner and options. EKHUFT would like to hear from experienced providers willing to share information about their approach.
This PIN is being published as a means of pre-warming the market and to both inform potential providers of EKHUFT's intentions to undertake a future procurement exercise and to seek an expression of interest from experienced providers that wish to take part in a pre-market engagement exercise. EKHUFT is seeking to understand the market place in more detail. It is NOT a call for competition instead of an OJEU contract notice.
