The Health and Social Care Act 2012 set out a Local Authority's statutory responsibility for commissioning public health services for children and young people aged 0 to 19 years, this includes the requirement for Local Authority's to commission 0 to 5 years Health Visitor Services. In order to deliver the Health Visitor Vaccination Pathfinder Project, the MSPs MUST hold a current and valid commissioned Health Visitor Service Contract with the Local Authority within the designated lots/localities for which they are expressing an interest in. The MSP process allows for Expression of Interest (EOI) from other suitable and qualified providers as part of this process, and it should be noted that the result of this may be to terminate the MSP process and undertake a competitive process following assessment of other interested provider(s) should more than the MSPs be identified as capable provider(s) from the intention to follow the MSP process notice which was published in Find a Tender portal on 15 December 2025 (Notice identifier: 2005/S 000-082798).
