The scope for the recommissioned services will be: Children and young people 0-18 years or up to 25 years for those with additional needs who require lower-level support and or have complex needs that do not meet statutory thresholds for interventions. Children and families that live in Surrey. Surrey County Council's Helping Families Early Strategy Page 4 to 32 (2020 to 2023) explains that the Working Together to Safeguard Children 2018 (statutory guidance) highlights that "Local authorities, under section 10 of the Children Act, have a responsibility to promote inter-agency co-operation to improve the welfare of all children. Identifying children and families who would benefit from Early Help." Furthermore, "The provision of Early Help services should form part of a continuum of support to respond to the different levels of need of individual children and families."
